Join us and embrace our motto: Just, Keep Creating! Capitol City Music Foundation is a 501(c)(3) nonprofit dedicated to helping artists.

At Capitol City Music Foundation, we strive to empower aspiring musicians from all walks of life. We believe that everyone deserves the opportunity to express themselves through music, regardless of their background or financial situation.
In 2026, we’re launching our Artist Development Program with a select cohort of six artists. Participants will receive mentorship, hands-on training, and guidance in songwriting, production, and branding. The program culminates in a showcase, giving artists the chance to share their work, grow their skills, and connect with industry professionals. Applications for the program are now open, and applicants will be selected and contacted by March 1st. We are accepting applicants based on individual development need and on a first come first served basis.


Your support and contributions will enable us to meet our goals and fund our mission to support local artists and individuals simply looking to create without the worry of a price tag.

As someone who now works in community management, I understand how work, responsibilities, and day-to-day life can pull creatives away from the gift we were born with: music. That’s exactly why I created this nonprofit—to bring together artists like myself who still crave the space, support, and resources to grow their craft.
Whether you’re here to refine your artistry, build your brand, or reconnect with your confidence, I’m excited to support you on your journey. And yes—when I’m not creating or collaborating, you can probably find me singing karaoke somewhere.

Hi, I’m Quin L. Hal, and I serve as a Board Member on the board of Capital City Music Foundation, bringing over 9 years of experience in music and musical theory and 15+ years of volunteering in service of others.
My belief that every person deserves a chance to follow their dreams—and the positive impact music can have on someone—is what led to my involvement with CCMF.
My personal passion for music began at a very young age when I was introduced to my first musical. That love only grew stronger when I started playing the Bb and Bass Clarinets at 11 years old. Music has been incredibly important to me and my family through both hardship and happiness, and I look forward to the opportunity to reach more people in my community through something I hold so dear to my heart.
Outside of the organization, I’m a wife and mother of six. I enjoy reading, attending community events, visiting local museums, arts & crafts projects, family movie nights, and all things Harry Potter.
